This PR brings system upgrades to life by:

On click of Settings > Check for Updates, update modal is shown;
A "fetch updates" API is called
If updates are available, the user can review them and proceed
On proceed, a "do update" API is called
Update in progress is displayed
dPanel polls every 5 seconds for up to 10 minutes to check if the version has changed
