Add XRPL EVM Sidechain Devnet to Chainlist

This PR adds XRPL EVM Sidechain Devnet to Chainlist, making it easier for users to connect to the network via wallets like MetaMask. The XRPL EVM Sidechain is an EVM-compatible sidechain that extends the XRP Ledger (XRPL) with Solidity-based smart contract capabilities, enabling Ethereum-like dApps while maintaining interoperability with the XRPL.

🔜 Future Additions & Question

We plan to add XRPL EVM Testnet and Mainnet in the future. Since XRPL is not currently in the repo, we'd like to know how we can define a parent field for our bridge ([bridge.xrplevm.org](https://bridge.xrplevm.org)) while making it clear that XRPL EVM is a Sidechain, not an L2. Any guidance on the best way to represent this within the schema would be greatly appreciated!

You successfully submitted a PR! Due to the amount of PRs coming in: we will only look at PRs that the CI is happy with. We can also not hold your hand getting the CI green - just look how others that where merged did it and RTFM. So as long as there is any CI check that reports an error - no human will look at this. You might be able to ask for some support after supporting the project - e.g. by sending funds to lists.eth. When you fixed things after a requested change - then you also need to (re-)request a review.

@vriveraPeersyst as Grove is the preferred partner for RPCs can you please include portal.grove.city as one of the endpoint providers for devnet?
