We plan to drop support for Python 3.8 that is EOL that will be a breaking change. So we use this opportunity to also drop support for httpx < 0.23 that do not work with Python 3.13+. test: Extend test matrix with new versions of httpx

We also extend constraints for the discovery library as the version 4 is going to only drop Python 3.8 support as well.
