Pin AMI owner to HashiCorp Public AMIs account

This release pins the AMI owners variable to the HashiCorp Public AMIs account and updates product versions.

Remove min_elb_capacity from ASG

terraform apply takes too long to finish while waiting for a healthy instance, even though it's healthy, removing for now.

Remove private tag and owner lookup for AMIs

The AMI lookup fails if you're not using the AWS account in which the AMIs exist because tag filters are not public and owner was set to self.
