Update registry publishing guidance

All HashiCorp-maintained providers will soon distributed the repository's license file with their artifacts. This PR adds similar instructions for community-maintained providers if maintainers are interested in doing the same

What

Adds new text to website/docs/registry/providers/publishing.mdx.

Why

HashiCorp's partners and community members may be interested in distributing their project's license alongside the release artifact.

• New pages have metadata (page name and description) at the top.
• New images are 2048 px wide. They have HashiCorp standard annotation color (#F92672) and format (rectangle with rounded corners), blurred sensitive details (e.g. credentials, usernames, user icons), and descriptive alt text in the markdown for accessibility.
• New code blocks have the correct syntax and line breaks to eliminate horizontal scroll bars.
• UI elements (button names, page names, etc.) are bolded.
• The Vercel website preview successfully deployed.

@deniseyu I wouldn't be opposed to updating terraform-provider-scaffolding-framework's .goreleaser.yml for this change since its safe for anyone and then not needing this here 👍
