The jetson uses it's own distributed opencv libraries therefore libopencv-dev must not be installed by apt (only in jetson). Recently introduced changes caused rosdep to install opencv libraries even though --skip-keys are provided (for some reason). #107 removes the dependency calls temporarily, but this needs to be addressed in the future.
