Drop outdated/vulnerable dependencies by using a newer multipart library #1288

The multipart library we were originally using as a dev-dependency was many years out of date, and relied on many outdated and vulnerable dependencies. Switching to a newer library for the same workload avoids those old dependencies and the security alerts associated with them.
