[ipcamera] Fix Reolink Duo Floodlight whiteLED Channel With Timer Mode #18155

Updated whiteLED channel for reolink ipcamera to use timer mode set to run from 00:00 to 23:59 instead of "Always On at Night" because the "Always On at Night" setting would cause the floodlight to turn off after 3 minutes during the day which is not the desired behavior.

This was tested and confirmed on a Reolink Duo Floodlight POE camera and is working well for me.
