We produce the NULL compressed values for batches in which all rows are null, but do not distinguish them properly from the missing values that arise for the old chunks for a newly added column (with ALTER). This leads to reading the wrong data. Reimplement some logic of Postgres' slot_getsomeattrs_int() in our code to fix this.
