0.2.0-b003 for Win32s

It's been a year since previous releases for Win32s. Here's what happened during this time:

• From May 1, 2024, separate repositories were merged into one common one (irc-client-legacy)
• Now the library is loaded at the time the program is launched, rather than when the main window is created.
• This link to the repository has changed (see first point)
