FCM 푸시 알림이 안드로이드 기기에서 가끔 수신되지 않던 버그를 수정합니다.

high priority는 사용을 자제하는 것이 좋으나, 채팅의 경우에는 우선순위가 높다고 판단하여 일단 사용하기로 결정하였습니다. 필요한 경우 차후 논의를 거친 후 수정해도 좋을 것 같습니다.
